by using a thing called YaBB which is a Open Source Perl Forum. A program that creates a forum. It does by itself. Authors here have nothing to do  ;D

Otherwise, http://www.phpbb.com/ is a good choice.
What you need is a webspace that offers PHP and MySQL support, and from what I remember, Tripod does.
