is there anytool out there which alows u to edit .paa format i tryed paintshop pro but it dont work

Welcome to the forums, EPIC2K

As far as I know there is no way to edit a .paa file directly, as it is a compressed format.
What you need to do is make your picture into a .tga file (psp should support this format I think?) and then grab yourself a program called TexView and use that to change the .tga file into a .paa file ;)

Photoshop would be the best tool for editing TARGA (.tga). It enables you to edit the alpha channel and give your image some transparency.
If you create that channel you'll have to save your image into .tga 32bit channel (3 channels plus alpha; 8bit per channel). Then just open the tga with TexView and save it as .paa!

Its very simple to deal with...
