Texture making

What is the best texture making product? I've seen references to PaintShop, Photodraw, etc. I'm ready to start texturing some buildings and want to get started right. Needless to say I'm new to texture applications. Any help appreciated.

use paintshopro 7 AND photoshop 6

- paint shop has usefull textures options ...

- photoshop deals very well with transparency ...
  some people say u have to create alpha channels etc ...
  I dont know why they do that tere might be an
  explanation. I just draw my textures on a transparent
  background in photoshop (white and gray squares) then  
  save as TARG 32 "no compression" and here it is.
