AI use of Helos in warfare advanced

I see that tee is the ability to set AI to use "AIR" vehicles in the GUI in warefare advanced (config file has them set for AH6 and cobras).  But it doesnt work,  no matter how much money you give them they wont build them.

Any Ideas?
