This seems like a simple problem and I've tried looking at the firing range missions, but i can't figure out how to get the target to stay down once hit and not pop back up.

There are two different targets.  The red one always pops back up, but the blue one stays down.  For the blue targets, if you want them to go down with only one hit, then you need to pre-set the dammage on those targets to a high value like .9 or so.  If you don't, you have to shoot them a few times before they go down.

Okay, using the blue one will work, but if you do armoury and do a firing range challenge the red targets are kept laying down and then popup so you can fire at them.

So I was just wondering exactly how to keep them laying down once hit?
