Problem with unpbo

I am having trouble unpacking a pbo. By looking at the pbo in a text editor I can see it is just a config.cpp, but when I try to use an unpbo tool nothing comes out. I have tried the old OFP pbo decryptor and the ArmA unpbo tool without success.
