Advanced/General editing boards policy change

In response to confusion over what exactly is supposed to go on the Editing/Scripting: Advanced board, and to help posters both there and on the Editing/Scripting: General board, we have decided to publish new guidelines on what belongs where.

To aid clarity, some recent threads are being moved from one board to the other.
