Two simple scripts needed

Hi again guys. Had a quick look and couldn't find either of these scripts around on the site:

1. How to select the owner of a flag (i.e: whose flag shows up).
2. How to make an NPC salute indefinately (needed for a video).

I thought I knew the flag one but, the script I tried didn't work. I thought it was something like: 'this flagowner WEST' but that didn't work.
