VehicleChat when cargo not in same group as pilot.

A chopper has a full squad of 12 players assigned and moved into cargo. The chopper pilot and gunner are in a different squad.  When I try :

Pilot VehicleChat "But i don't want to try some ika!"I don't see the message.  Oddly enough SideChat does work.

Why is VehicleChat not working?

Both the Pilot and Gunner have also been assigned and moved to chopper.
All assigns and moves were executed in the init.sqs

Could it be that VehicleChat is only for Commander/Gunner/Driver related?

In multiplayer games everyone inside the vehicle will see the vehicle chat.

There has got to be a simple explanation for this.... ???
