Binocular resource

How do you define your own resource in the config.cpp? I would like to make my own, that I later can use like you use the one for binoculars (cutRsc ["binocular", "PLAIN"]).
I've tried it in the missions description.ext, but it fades in and then fades out. I want it to appear immediatly and not fade away! And I also really would like to have it as an addon instead...
Currently working on Operation Flashpoint: Commander.
