Bin file converter?

First - I have tried searching and the FAQ, but the links don't work from within the search results, so I can't read any of the topics that I find from a search!  So sorry if this is in the FAQ - but I can't get to it.

Q - Is there any way to convert a config.bin file back to a .cpp file?  Trying to fix a horibbly messed up, but graphically good, addon...but the damn config file is in this bin format.
