i have a custom radio message and when i play it in game it is very quiet, much quieter than the rest of the normal radio sounds
in the config the volume is turned up quite a bit (db+450 or wutever it can be)--the same for a music file i made a while back--it seems like all the ogg's i put into the game are really quiet.
can i make the files louder somehow?

Try increasing the volume on the original wav files.  Any sound editor should be able to do that.  I'm sure that there is a limit to how much you can increase the volume with  db+xxx in the description.ext file.
