Everything I have read on the topic would lead me to believe they are local as well.  I've looked at a couple of the larger persistent mp missions out there (Evo, Domination, etc.) and all the JIP-related scripts seem to broadcast public variables server side for use by scripts client side that update the time on the client so all players are synced.  I have never tried it though.  But, I also believe Doolittle has a lot of experience with skipTime if I recall correctly.

Actually, I prefer setDate since that doesn't make the clouds jump around. These are all client side (local) effects. One person could play in dark while the other is in daylight. Don't forget time variable is synced between client and server though.
