Well, what's your question?
All you've said is that it doesn't work, but that doesn't take us anywhere because in fact it does work.
As Marvin said, the wav2lip utility has to be in your root (C:) directory. Is that where you put it? Tell us in detail what you did and what went wrong - we can help you only if you tell us what the problem is.
To give you an idea of timing, many posts on this forum go unanswered for 24 hours and it frequently takes a couple of days to solve a problem. I know you're frustrated but bumping your thread after just an hour and a half isn't going to help.
