Is there any construction mod?

I was wondering if there was any mod for OFP that allows you to build stuff after you've entered some kind of commanding building and you can see stuff from above. Also able to give your men orders, make upgrades for your buildings? Well atleast anything related to that? I thought I've seen 1 before... but I lost the location!
