I need to know where to find the blue targets that are in ofp its self like the ones you shot in the campaign for the training mission. I'm  guessing it's a add-on Cause I couldn't find it in my editor. Anyone know where to get it?

Hi
In the editor its under Units> Empty> Target E.
If you want to edit the texture, it's called terc.p3d
