Problems with loading Mission on Dedicated Server

Hello,
I have a dedicated server but it will not run this mission or any other mission I upload to the MPMission Folder.  All I get is Waiting for Host.  Any solutions?

Did you log in as admin and bring up the #missions? Or set a rotation?

I did login as Admin and did the whole select mission.  And my server log doesnt say anything.
