is it possible to edit a map that is in  in pbo format and preplace units on it.

Yes.    Get Amalfi's pbo decryptor 1.5 from the Editors Depot.    Unpbo the file and put the resulting mission folder in your /OFP/users/yourname/missions directory.      You can then have your wicked way with it in the mission editor.
