how do you start any unit off at altitude with a Parachute attached and a realistic animation with wind effects etc

ok, place a guy and then put this in his init field

this setpos [getpos this select 0,getpos this select 1,(getpos this select 2)+500];para = {parachutewest} camcreate getpos this; this moveindriver para

that'll make him start 1000m in the air with a parachute, edit it as you need to

I wouldn't try and base your parachute drop around the wind though mate. Flashpoint randomly sets the wind direction each time you start the game. For speed though you can just make the weather a bit worse.
