Targeting a unit! HELP?

How do u target a unit, and kill him with another unit.

Say a soldier thats usa, hes a captive about 20 meters away

and theres an east soldier with an rpg only.

HOw u make him not move and make the east unit blow him up.

I ve done this before but i forget :'(
