Operation Firelords help!

Ok I just downloaded Operation Firelords (The very popular and well rated super soldier mission).

I got to the part where the guy revives the super soldiers and they go beserk and I am supposed to drive to base C17.

Supposedly there is a man there, but I can't find him.

Where is he?
