OFP version of Texview, a tool to convert images to paa and pac files.

Note that it only accepts images with dimensions to the power of 2, i.e. 2, 4, 8, 16, 32, 64, 128, 256, 512, 1024, etc. and any combination thereof. So an image which measures 512x2048 is fine, but an image which measures 316x225 is not. Save your images as tga files as they support alpha channels. Then convert to paa/pac using this tool.
