Though it's probably just the old (OFP?) bug still causing this in 2013, but you can't rearm vehicles at ammo trucks if they're (initialized?) completely depleted.
That affects so far as it bothered me: The T-72 quest-tank and the Grad 21 in home base.
And probably any other vehicle placed in this manner. You should add a small bit of ammunition to fix them all.

Just one personal opinion after stumbling with the ai for hours through this monstrous mission:
Better split such big missions into a small campaign whenever possible. In the end it will probably add more freedom for author, player and engine.
In particular the justifying open world cause lost much of it's attraction for me when the enemy didn't respond with counter tactics after the tide had turned. Which of course would've finally gone beyond the scope of one single mission.
