This question is mainly pointed at mission reviewers.
What do I need to do\include in a mission to get a good rating?

well:
- Good Mission Plot - Originaility helps
- Good Mission Editing
- Faultless, no bugs, errors, silly mistakes
- Good Camera work in intros, outros etc
- Good use of scripting, and extras - try to use some of the newer things out there - dialogues etc
- Custom music and voices where possible
- Good Mission layout
- Replayability
- Something special
they are some of the things.... something special, is something that sets the mission apart from all the others... and u never really know what that may be - oh, and lots of luck - with every good mission you'll make, there will be 10, 20 or so missions wich will be poor, or u'll give up on... just hang in there :D

In the OFPEC marking scheme there are four explicit categories
Overview
Briefing
Camera
Scripting
That's not all that makes up a good mission of course, but you'll need good marks on all of those to get a good Overall mark.
Couple of others you could add add to Messiah's list ...
- Effective use of addons
- Believable characters
- Everything in this tutorial (http://www.ofpec.com/editors/resource_view.php?id=68)
If you reading a few reviews - both good and bad - and you'll get a pretty good idea of what the reviewers are looking for.

My question is for OFPEC: Why does replayability matter? Have their ever been any missions that had high replayability? Personally, I would prefer a mission that was just plain good.

Replayability is important because if a solid mission is designed to be a "one-shot wonder" never to be played again, then where is the value in creating it?
You spend 2 weeks hard out making a mission, the person completes it in 10 minutes ... and thats it? Throw it out from there?
Seems pointless, but thats just me.
In regard to your preference for a good mission, a good mission will always create a certain amount of replayability anyway.
Good mission = want to replay it, maybe a different way or even just the same way, etc
Bad mission = never want to play it again

2 weeks? lol - try 2 months and still going ::) and version 1.91 of ofp came out half way through.... so that put a pain in it...
replayability is indeed important - lets look at Lojac for instance - the mission is never the same each time... the man moves, good use of probabbility of prescence etc has made it a new experiecne each time...
and even without that, there is always several ways u can complete the same mission...
try and put it this way... play a hostage mission... u have limited intel and so that mean u7 get to the site, and u have to house clear and activily search for the hostages... now play that mission again, u know exactly where the hostages are.... not that replayable...
hope that makes some sense.
