Title: How to create radio voice

Hi, I want to create my voice to sound like papabear does in the missions using the blue text, not the "say" command during the missions, so it sounds more real....can someone help how to do this? I know it's very simple,

it's just I don't know how to implement it into the description, and or create the sound using the blue text and make it sound like a radio..

this leaves me to ask. does anyone know where the progy is that did this for you and also you could write the text with the voice and make it radio if you wanted. (hard to explain) all i remember is it was a yellow interface and very handy. made a  description file for you. about 4 yr ago. anyone have it?
