I was wondering how you make such a good looking forum. and how do you make a forum????

by using a thing called YaBB which is a Open Source Perl Forum. A program that creates a forum. It does by itself. Authors here have nothing to do  ;D

is it possible to get a free forum software that is just webbased so i could put it on a free website like   http://________.tripod.com  or some thing like that

Otherwise, http://www.phpbb.com/ is a good choice.
What you need is a webspace that offers PHP and MySQL support, and from what I remember, Tripod does.
