Title: Increase BIS vehicle repair time

Currently when you use the vehicle service point, it takes less then 20 seconds to repair a vehicle. I was wondering what would be required to increase this repair time.

When the mergeConfigFile command becomes available in the next patch, you will be able to do this easily.
