How do I make civilians drive randomly anywhere on the Island? Also, when their fuel is low, is there a way to get them to refuel at the nearest petro station?

Waypoints. Set with random radius. Or you can set up a script that envolves various markers.

Unpbo THobson's Abandoned Armies mission for OFP. He scripted vehicles to refuel at the pumps.
