RHS Spetz Natz i think (only seen it with dxdll), search ofp.info for RHS.

search for RHS_Weap_v1.01.rar

it's one of several addons inside called RHS_SVD.pbo (I think)

No, it's not one of the RHS addons. :-\

Edit: OK, I finally found out. It's a spetsnaz unit from Marine assault pack (http://ofp.gamezone.cz/index.php?showthis=5544)
