Title: convert jpg to paa/pac?

how can i convert normal pictures in normal format(lets say jpg)to paa or pac so i can use it as a texture/blueprint? i have tried just to save the picture as paa format lets say "picture.paa", but when i tried to upload it in o2 it didnt work. so how can i do this and get it working?
