Can I somehow add a new crosshair for units without creating a new weapon or something? If yes, how?

you shold be able to by editing somthing because the ffur mod has done it.

probably not possible through a script though.

No.

It's either config or resource you need to edit for that..
And you need small textures as the crosshairs, one for the center and one for the edges...
