I recently downloaded a mission that requires "bis resistance". I looked everywhere and even did a google search without any results. Is this a custom unit pack or is it something else.

No, this refers to the the Resistance addon pack that came with the expansion pack Resistance.     If you have Resistance or GOTY then just click on OK and the mission will continue just fine.   If you have CWC then the mission won't work.
