Title: BIN to CPP

Hey I've run into a snag in my early attempts at addon making: I can't find a way to Decrypt a BIN file to a CPP format. Are there any programs out there that can do that? I've looked in the Editor's Depot and  www.ofp.info's utilities page and I can't find anything.
