So what's the substantive difference between
"Hold Fire"
"Hold Fire, Engage at Will"
"Open Fire"
"Open Fire, Engage at Will"
?

well, the "E.A.Will" (no, its not a writer) -part makes sure that
the guys in a group don't care about their searge in charge when
it comes to obeying orders; like if he said :

*TWO TARGET MAN 7 o' CLOCK*

Then they might not target "man" if they have their eyes on some other enemy.
...or they will fire (open fire) without having been told to do so
