the best place to find out how to extract an addon is in the readme file. I think all addons on OFPEC have to have them. It should give you details there but as a general rule:

Extract the ".pbo" file to the addons folder of Operation Flashpoint (don't put it in the resistance one)

must of the readme addon not in english so i still have a problem
