The briefing tutorials onsite teach to place objectives after the plan. This means they'll be at the end of the plan. I want to place objectives in the middle, such that I have some text come afterwards. So far, any text following the objectives just doesn't show up. Is there a way to do this?
Edit: When I finish the mission, the extra text does appear after the objectives. Maybe this actually is impossible.

don't think you could actually do it, but heres an idea:
type out your objective in the plans part,as well as having them in the end,and have your text after.
have the objectives hidden so they won't show up in the beginning, then either unhide them at the beginning of the mission or when they get completed/failed /whatevr

I have a feeling it's impossible. I certainly tried and failed, not that that's proof.
You have to remember that, contrary to appearances, Briefings are not html files. They are a kind of specialised and restrictive version of html.
Your best bet is probably to use an imaginative combination of hidden objectives and links to other pages. Objectives don't have to be real Objectives - for example I have one which is hidden and only appears after the mission has ended, since in the circumstances that is the only way for me to communicate to the player. Twist what you want to say so that it looks a bit like an objective.
