Vektorboson's Dialog tutorial (http://ofpec.com/editors/resource_view.php?id=66)
THE tutorial about creating dialogs. It may seem kinda difficult at first (that's what I though), but in fact they are pretty darn easy once you get the hang of them. It's a great tut too, because it has tons of examples included. Check my comment on the tut to see some other links of interest.

There's also a dialog maker in the editors depot.

Before you go any further, play Sui's mission "The Black Gap", currently in the beta testing forum.   As well as being an excellent mission, it uses a dialogue interface to allow you to control a platoon.

You should also become familiar with the Chain of Command mod.
