If you first put down a russian (or American) officer down on th map, make him the highest rank, then set his presence to 0, then group him (F2) with the civs you want to fight, then they'll be happy to shoot at you.

The officer must be the group leader:  in other words group the civvies (or any unit) under him and they will be on his Side.
