How can I get a flag to fly half the way up a flagpole?

Don't think you can except if using an addon.

Many reasons why this may not work, but you could try setpossing the flag-flying flagpole into the ground with an empty flagpole at ground level on the same spot.
Don't know whether the flagpole objects will interact/fight for the same space . . .
