how do you get resistance and east units to fire onto the police units because they are classed as civillians ???

Use the group trick.
First... (in your case)
Make sure RESISTANCE is hostile against WEST.
- place a WEST officer and group him with your police unit(s)
- Put in the init of that WEST officer :
deletevehicle this
or slide probabilty of presence to the left (0%), that's completely the same.
That's all.
EAST and RESISTANCE will fire upon you, because they think you are WEST.

thanxs thats great but i dont really want any west units with the police has they are going to be brought into the campaign at a later date and would look fairly strange with a west soldier in a group of police units,
is there any other way?

There will be no west guy if you use Blanco's way or his alternate.
- Put in the init of that WEST officer :

That deletes the west guy but leaves the civvis alligned as west. ::)
