What programme can I use if I want to edit .paa and .pac files?

first you need to open them in texview (http://ofpec.com/editors/resource_view.php?id=349 (http://ofpec.com/editors/resource_view.php?id=349)) then save them as .tga files and open them in photoshop or paintshop pro or anything else
