Title: Playing sounds at certion speeds

I was wondering if there is any way to put a sound in the config file or a car to play a sound when it reaches a stop (0 KmPH).  Could someone post a code snippit and tell me where to put it in the config.ccp file?

P.S. i don;t want the sound to loop i only want it to play once.  Thanks in advance everyone.
