Maybe already done but I haven't seen a good one:

Surface To Air missle launchers.

You'd need to copy it from somewhere, but you could do either stationary or mobile, that fire missles at aircraft.  Don't make em unbeatable, just packing more punch, and mroe up to date, then shilkas-vulcans.

How about the DKM ADATS or DKM Tungusta or how they call it?

The M109 ADATS for the west and the 2S6M Tunguska for the east.

Perfectly servicable SAM Systems.

The Swiss Mod Rapier is the best one I've seen but it can't move. And you will need to read the readme before putting an AI in it.

the battle over hokkaido or whatever had some sam sites stationary and mobile

little overpowered though, they kept shooting 2 or three planes with one missile

i also saw some sa2's being made
