Someone is.  I suggested this over at BIS forums and was told:

"There's an oil pump available and there's AG Smith's oil refinery."

and

"Oil wells are part of the OPGWC mod, which hasn't been released yet...  "

So if we're patient we might get to see some offshore rigs too.  They would be v. cool.

colonel klink was making one a while back.... with working gas burn and everything... not sure what happened to it, since he reitred due to health

Not making an offshore oilrig, but certainly there will be plenty of oil stuff, mainly re-textured/fixed Agent_Smith stuff.  :)
