There should be a prison addon with lockable doors. I belive lockable doors can be achived via the miracle of scripts. you could even pick the lock (inside  or outside the cell) using dialogs similar to Everon Cartel's safe (My idea is to make the lockpicking interface identical to that of splinter cell)

what about breaching charges thingies that blow doors off their hinges

just to correct you big, breaching charges dont blow the door open, they just blow up a small area , just a bit bigger than the lock
