Title: WHAT are RAR files !?!

why do some !#*^?@#*!!!! make rar files and dont tell how to use it ???
HELLO IM NOT LIKE YOU!!! I DONT MAKE ADDONS!!!!(not to you but
the blokes that make .RAR not PBO)
please help i have 5 files that are  .RAR files and i want to use them.

And am just lost in making retextured adons please HELP

Winrar has nothing to with addons. It's a compression tool more effective than winzip.
