Title: Getting Non-Black Op To Place Satchel Charge?

How do you get a non-black op to place a satchel charge?

I've given an ordinary soldier a satchel charge using removeallweapons and addmagazine "pipebomb" and addweapon "pipebomb".

I then put 'unit fire ["put","pipebomb"]' in a waypoint but he doesnt do it. It works for a black op but not him, what do I do?
