How To create soldiers of an any army i want to made

i have arma 2 & i have idea to create a mod
but i just didn't know any thing about modding
what is program i should use & how i can create soldiers of army ... example soldier in Italian or German army or any terrorist organization soldier ... whatever but  i need this please ...
i need real help guys from a to z
