Fills a matrix of friendly status between all the sides. You may check the friendly status between a side and the rest at will.

What purpose would this serve other then for the Guerilla -> West/East side check? Unless i'm unaware you can get East West working happily.

Maybe skip the 4 lines "side friendly to same side",like Civ friendly to Civ etc...

Also you could give the friendly connections a blue color,the enemy ones a red colour,might make it easier to read?

The example is just using a hint, the purpose is not to use any hint, dialogs, colors or whatever, but to check the alliance/enemy arrays when you need to check whether a side is friend or foe to another.
