Vehicle weapon/ammo access point?

I am a new to add-on editing I thought I would start with config.cpp files.

I have played with Sebastian Müller's dune buggies but have discovered I can not access weapon/ammo storage unless the dune buggy rolls on its side.  I can then "Get Out" and go to the roof and get the stuff.  Turning completely upside down also prevents access.

Any ideas?  I have searched without luck.
